Article 22. Conditions of retail sale of petroleum products of the Law on State Regulation of Production and Turnover of Certain Types of Petroleum Products
1. The retail sale of petroleum products is allowed by producers of petroleum products, oil suppliers, importers, wholesalers of petroleum products, as well as retail sellers of petroleum products.
Retail sellers of petroleum products who purchase petroleum products from producers of petroleum products, oil suppliers, wholesale suppliers of petroleum products and (or) importers, as well as from structural divisions of the authorized body in the field of the state material reserve (when releasing petroleum products from the state material reserve), are required to sell petroleum products only to end consumers, except in the case of the sale of petroleum products, filling stations located in tanks for storing petroleum products (with the exception of mobile gas stations) and (or) bases of petroleum products carried out by retail sellers of petroleum products in connection with the change of owner and (or) owner (lessee) of such filling stations and (or) bases of petroleum products.
It is allowed to sell (ship) petroleum products by the owner of a gas station of any kind under an assignment agreement in the interests of a retail seller of petroleum products.
In this case, the principal is responsible for processing, sending, confirming, rejecting, revoking, returning and canceling the accompanying invoices for the goods.
2. Retail sale of petroleum products from container-type gas stations is allowed in settlements with a population of up to ten thousand people.
Retail sale of petroleum products from mobile gas stations is allowed only in the following cases:
on agricultural lands in places where agricultural machinery is concentrated on field work;
when refueling marine, inland waterway, or air transport.
3. It is prohibited to use gas stations for the storage and (or) retail sale of petroleum products simultaneously by two or more persons engaged in the retail sale of petroleum products.

This Law regulates public relations arising in the process of production and turnover of certain types of petroleum products: gasoline, aviation and diesel fuel, fuel oil, road bitumen.
