1. Conformity assessment of products in circulation to the requirements of technical regulations and (or) standardization documents is carried out before their release into circulation, unless otherwise specified by the technical regulations.

2. The conformity assessment rules set out:

1) forms, schemes, and conformity assessment procedures;

2) the forms of conformity assessment documents, the procedure for their registration, issuance, periodic evaluation, suspension, renewal and termination;

3) the procedure for creating and applying a voluntary certification system, as well as maintaining a register of registered voluntary certification systems and the procedure for submitting information contained in the said register.

This Law establishes the fundamental principles of technical regulation that arise when establishing and fulfilling requirements for products, related processes, and the provision of services, and also defines the legal basis for the functioning of the state system of technical regulation.
