1. When providing operator services, the operator has the right:

1) to use the property provided to it for the provision of operator services by the owner of the main pipeline, as well as to exercise other rights provided for by the legislation of the Republic of Kazakhstan;

2) exercise other rights granted to him by the owner of the main pipeline or by the person owning the main pipeline on another legal basis, in accordance with the contract for the provision of operator services.

2. When providing operator services, the operator must:

1) to ensure the continuous, proper and efficient functioning of the main pipeline for the purpose of transporting products through it;

2) to transport products in the required volumes in compliance with the required technological parameters while maintaining the regulatory criteria for reliability and safety;

3) ensure the provision of services for the transportation of products to senders in accordance with the terms of contracts concluded by him on behalf of the owner of the main pipeline or the person who owns the main pipeline on another legal basis.;

4) provide maintenance, routine repairs and diagnostic inspection of the main pipeline;

5) ensure compliance with the requirements for the prevention of emergency situations, industrial, fire and environmental safety;

6) carry out coordinated actions with organizations operating engineering communications running in a single technical corridor.

This Law regulates public relations arising during the design, construction, operation, conservation and liquidation of the main pipeline, and is aimed at ensuring efficient, reliable and safe operation of the main pipeline.
