1. Scientific and technical information is collected, processed and analyzed to monitor scientific achievements, the market for innovations and new technologies, assess their potential for adaptation and correlation with advanced technologies in the context of industries, industrial entities and the level of technological readiness of scientific organizations.

2. The collection, processing and analysis of scientific and technical information are carried out in order to:

1) ensuring systematic and long-term planning of government incentive measures for scientific research and development;

2) the focus of government incentive measures for science on the development of technologies for the production of goods and services with high added value;

3) search for scientific and practical solutions to improve the manufacturability of industrial production;

4) sustainable development of scientific, technological and testing base of economic sectors;

5) identification of a potential customer for research and development on the creation and implementation of domestic technologies in production and market launch;

6) support of scientific infrastructure for the development of experimental design, scientific, technological and testing facilities;

7) making recommendations on improving the conditions for the development of the export potential of goods and services of Kazakhstani origin with high added value.

3. Collection, processing and analysis of scientific and technical information include:

1) organization of work on the collection, processing and analysis of scientific and technical information on scientific achievements, know-how, innovations and intellectual property objects;

2) organization of information support activities among subjects of scientific and (or) scientific and technical activities;

3) conducting a comprehensive analysis of the implementation and results of scientific, scientific and technical projects and programs (reports), as well as projects for the commercialization of the results of scientific and (or) scientific and technical activities;

4) formation of databases of the results of the implementation of scientific, scientific and technical projects and programs by subjects of scientific and (or) scientific and technical activities;

5) methodological, organizational and technical support for the analysis of scientific and technical information.

4. Subjects of scientific and (or) scientific and technical activities have the right to receive scientific and technical information in the manner determined by the authorized body through the unified information system "Kazakhstan Science" or the "Single Window" of the national innovation system.

5. Research and development plans of subjects of scientific and (or) scientific and technical activities are implemented taking into account up-to-date information on scientific achievements and innovations.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
