1. The State Defense Order must be executed as a matter of priority. The volume of the state defense order is determined by the financial resources allocated for the implementation of the state defense order.

2. In cases where military representative offices are not established in organizations, the recipient of a state defense order is authorized to send representatives to them who carry out quality control and acceptance of military goods (products) supplied, dual-use goods (products), military works performed and military services provided within the limits established by law. Of the Republic of Kazakhstan and the concluded contract for the fulfillment of the state defense order.

These representatives are subject to the rights and obligations provided for by this Law and other laws of the Republic of Kazakhstan.

3. The authorized body in the field of the state defense order, the recipient of the state defense order, has the right to send their representatives to the executors of the state defense order to monitor the fulfillment of the state defense order and the quality of military goods (products), dual-use goods (products), military works and military services supplied under the state defense order, in accordance with the legislation of the Republic of Kazakhstan and the concluded contract for the fulfillment of the state defense order.

These representatives are subject to the rights and obligations provided for by this Law and other laws of the Republic of Kazakhstan.

4. The storage facilities of the material assets of the state material reserve and the organizations that have established mobilization orders, which are executors of the state defense order, use the material assets of the state material reserve for the purpose of refreshing the fulfillment of the state defense order.

At the same time, the total amount of material assets used in the state material reserve should not exceed thirty percent of the actual availability of material assets transferred for storage.

The subsequent transfer of material assets to the state material reserve is carried out by the storage facilities of the state material reserve and organizations that have established mobilization orders, in accordance with the nomenclature and storage volumes of material assets of the state material reserve for twelve months from the date of use of material assets to fulfill the state defense order.

The procedure for using the material assets of the state material reserve is determined by the rules for operating the material assets of the state material reserve, approved by the Government of the Republic of Kazakhstan.

5. The acceptance of obligations and payments under the state defense order are carried out to ensure the protection of state secrets according to a special financing procedure, reflecting one specific economic classification of expenditures in accordance with the budget legislation of the Republic of Kazakhstan.

This Law regulates public relations in the field of the defense industry, the state defense order, as well as certain issues of the turnover of weapons and military equipment.
