Article 241-3. Subjects of the innovation system involved in state support of innovation activities of the Entrepreneurial Code of the Republic of Kazakhstan

1. The subjects of the innovation system involved in state support of innovation activities include the National Institute for Development in the field of innovation development and other legal entities, fifty percent or more of the voting shares (participation shares in the authorized capital) of which are directly or indirectly owned by the state, authorized to implement measures of state support for innovation activities.

2. Subjects of the innovation system involved in state support of innovation activities:

1) provide methodological and consulting support in carrying out technological forecasting, implementation of state technological policy and development of innovation infrastructure;

2) provide information, analytical and consulting services in the field of innovation development;

3) make investments in innovative projects by participating in the authorized capitals of subjects of innovative activity, creating legal entities with foreign participation, creating or participating in investment and venture funds, and by other means provided for by the legislation of the Republic of Kazakhstan;

4) participate in the creation, management and coordination of technology platforms, technology commercialization centers, technology parks, business incubators, accelerators, international technology transfer centers, joint ventures in the form of technology development centers;

5) cooperate with international organizations in order to attract information, educational and financial resources to stimulate the technological development of priority sectors of the economy;

6) provide access to information about ongoing innovative projects, implemented technologies, and the results of analytical research on technological forecasting;

7) participate in the implementation of state support mechanisms for business incubation, startup acceleration, technology commercialization and technology transfer, strengthening the human, managerial and production potential of innovation entities;

8) issue expert opinions and (or) recommendations to government agencies on innovation issues;

9) provide services to the authorized body in the field of state support of innovation activities for the provision of innovation grants;

10) provide services to the authorized body in the field of state support of innovation activities for the implementation of the state technological policy;

11) assist in the development of risk investment funds, venture funds and venture financing;

12) provide acceleration and business incubation services to subjects of innovation activity in conducting marketing and other events, searching for potential investors;

13) participate in information and propaganda support of innovations, including through the organization of competitions among innovators, innovators and inventors;

14) may provide services to charitable organizations and endowment funds for the examination and monitoring of innovative projects.

15) provide annual information to the innovation observatory on the implementation of measures for the development of innovations and technologies in order to conduct an independent analysis of the effectiveness of the innovation system.
