Article 25. Provision of services for the transportation of products through the main pipeline The Law On the Main Pipeline

     1. The provision of services for the transportation of products through the main pipeline for its consumption or processing on the territory of the Republic of Kazakhstan, transit and transportation for export outside the Republic of Kazakhstan is carried out in accordance with an agreement between the owner of the main pipeline or a person who owns the main pipeline on another legal basis, or an operator authorized to provide such services on their behalf, and the sender products.

      2. Oil transportation services are provided to senders along the existing oil transportation routes in the main pipeline system in accordance with the schedule of oil transportation through the main oil pipelines.  

     3. Accounting of products during their transportation through the main pipeline is conducted in accordance with the contract for the provision of services for the transportation of products, internal documents of the operator and the legislation of the Republic of Kazakhstan.

     3-1. Main pipelines intended for oil transportation must be equipped with control metering devices in accordance with the legislation of the Republic of Kazakhstan on subsoil and subsoil use.

     4. The products transported through the main pipeline are delivered by the operator to the recipient at the end of the route, minus technical losses during product transportation.

     5. The recipient has no right to refuse to receive products, except in cases caused by natural disasters, catastrophes and other cases beyond the recipient's control. If the recipient cannot accept the products in full during transportation, or if the sender cannot specify the final recipient, except in cases of gas export and transit, the products may be transferred to the operator for responsible storage, if technically possible. In this case, the recipient or sender is obliged to pay the costs associated with the storage of products, on the terms stipulated in the contract for the provision of services for the transportation of products.

     This Law regulates public relations arising during the design, construction, operation, conservation and liquidation of the main pipeline, and is aimed at ensuring efficient, reliable and safe operation of the main pipeline.
