Article 25. Sessions of the Constitutional Court of the Constitutional Law On the Constitutional Court of the Republic of Kazakhstan
1. The Constitutional Court shall consider and resolve issues within its authority at sessions of the Constitutional Court.
2. A session of the Constitutional Court is competent if it is attended by at least two thirds of the total number of judges of the Constitutional Court, unless otherwise provided by this Article.
3. Consideration of citizens' appeals at a meeting may be carried out by the composition of judges formed by the Constitutional Court in the number of five judges of the Constitutional Court. At the same time, the normative decisions of the Constitutional Court can be adopted only unanimously.
The normative decisions of the Constitutional Court adopted by the judges of the Constitutional Court, prior to their signing by the Chairman of the Constitutional Court, are pre-sealed with the signatures of the judges of the Constitutional Court who participated in the voting.
4. If the decision of the composition of judges has not been taken, as well as if the decision of the composition of judges on the appeal of a citizen may lead to discrepancies in the legal positions expressed in earlier decisions, or raises conceptual issues of importance, the Chairman of the Constitutional Court submits this appeal to the session of the Constitutional Court, which is held taking into account requirements of paragraph 2 of this Article.
5. Consideration at a meeting of the issue of acceptance for constitutional proceedings of the appeal of the subjects specified in paragraphs 3, 4 and 5 of Article 72 of the Constitution of the Republic of Kazakhstan may be carried out by three judges of the Constitutional Court under the chairmanship of the Chairman of the Constitutional Court, his deputy or one of the judges on behalf of the Chairman of the Constitutional Court.
6. Sessions of the Constitutional Court shall be convened as necessary by the Chairman of the Constitutional Court.
