Article 27. Powers of the Chairman of The Constitutional Court of the Constitutional Law On The Constitutional Court of The Republic of Kazakhstan

     1. Chairman of the Constitutional Court:

     1) represents the Constitutional Court in relations with state bodies and organizations of the Republic of Kazakhstan, as well as with bodies of foreign states and international organizations;

     2) directs the preparation for the consideration of issues accepted by the Constitutional Court for proceedings;

     3) convenes sessions and conferences of the Constitutional Court, presides over them, submits issues for their consideration;

     4) organizes the work of judges of the Constitutional Court;

     5) determines the measures to ensure the holding of the meeting;

     6) announces at a joint session of the Chambers of the Parliament of the Republic of Kazakhstan the message of the Constitutional Court on the state of constitutional legality in the Republic of Kazakhstan;

     7) signs the decisions, as well as the minutes of the sessions of the Constitutional Court, in which he presided;

     8) submits for approval by the Constitutional Court its Rules of Procedure, the regulations on the Scientific Advisory Council under the Constitutional Court, the candidacies of the secretary and members of the Scientific Advisory Council;

     9) approves the Regulations on the Staff of the Constitutional Court, and, within the limits of the allocated budgetary funds, the structure and staffing of the Staff of the Constitutional Court;

     10) appoints and dismisses the Chief of Staff of the Constitutional Court and his deputies;

     11) exercise other powers in accordance with this Constitutional Law and the Rules of Procedure of the Constitutional Court.

     2. In matters of his competence, the Chairman of the Constitutional Court issues orders and orders.

     3. In cases of temporary absence of the Chairman of the Constitutional Court, his duties are performed by the Deputy Chairman of the Constitutional Court, and in case of temporary absence of the Deputy Chairman – by one of the judges of the Constitutional Court, determined by the order of the Chairman of the Constitutional Court.
