Article 3. Basic principles of radiation safety On radiation safety of the population
The basic principles of radiation safety are:
The principle of rationing is not exceeding the permissible limits of individual doses of radiation to citizens from all sources of ionizing radiation.;
The principle of justification is the prohibition of all types of activities related to the use of ionizing radiation sources, in which the benefits received for humans and society do not exceed the risk of possible harm caused by additional exposure to the natural radiation background.;
The principle of optimization is to maintain individual radiation doses and the number of exposed persons at the lowest possible and achievable level, taking into account economic and social factors, when using any source of ionizing radiation.;
The principle of emergency optimization is that the form, scale and duration of measures taken in emergency situations should be optimized so that measures to eliminate the consequences of a radiation accident would bring more benefit than harm.

This Law regulates public relations in the field of radiation safety of the population, in order to protect their health from the harmful effects of ionizing radiation.
