1. The main purpose of state regulation of the sphere of the State educational accumulative system is to create conditions for ensuring access to technical and vocational, post-secondary, higher and postgraduate education.

2. The main objectives of the state regulation of the sphere of the State educational accumulative system are:

1) the development of a culture of monetary accumulation in society to pay for educational services;

2) formation of awareness in society of the choice of a future profession or specialty.

3. The main principles of state regulation of the sphere of the State educational accumulative system are:

1) legality;

2) publicity;

3) the intended purpose of the educational accumulative contribution and educational accumulative insurance;

4) voluntary joining of citizens, participating banks and participating insurance organizations to participate in the State Educational Funded System;

5) state encouragement of the population to participate in the State educational funded system.

The Law of the Republic of Kazakhstan dated January 14, 2013 No. 67-V.

This Law regulates public relations in the sphere of functioning of the State Educational Accumulative System, as well as the conditions, forms and content of its state stimulation.
