1. Transportation of passengers, baggage, cargo, baggage and mail items by rail is carried out in accordance with the procedure and under the conditions established by the authorized body.

1-1. Participants in the transportation process plan, organize and perform the operations of the transportation process in accordance with the concluded contracts, rules of transportation, rules of access and provision of infrastructure services, this Law, international treaties of the Republic of Kazakhstan.

2. The carrier has no right to refuse transportation to service users who have paid for and correctly executed transportation documents for travel or transportation of baggage, cargo, baggage and mail, except in cases provided for by this Law and international treaties ratified by the Republic of Kazakhstan.

3. Participants in the transportation process who do not have their own rolling stock use the services of a locomotive traction operator, a locomotive traction operator in passenger traffic and an operator of wagons (containers) on the basis of a contract.

The Law of the Republic of Kazakhstan dated December 8, 2001 No. 266.

This Law regulates public relations between carriers, participants in the transportation process, government agencies, passengers, senders, recipients, shippers, consignees, and other individuals and legal entities when transporting passengers, baggage, cargo, baggage, and mail by rail.
