1. State regulation in the field of electric power industry is carried out in order to:

1) maximum satisfaction of energy consumers' demand and protection of the rights of electric energy market participants;

2) ensuring the safe, reliable and stable functioning of the electric power complex of the Republic of Kazakhstan;

3) the unity of management of the electric power complex of the Republic of Kazakhstan as a particularly important life support system for the economic, economic and social complexes of the country.

2. The objectives of state regulation in the field of electric power industry are:

1) efficient, safe operation and development of the electric power industry on the basis of unity of management, development of competition in the wholesale market of electric energy;

2) the right of consumers who are subjects of the retail electric energy market to choose an electric energy supplier in accordance with the legislation of the Republic of Kazakhstan;

3) regulation of activities in the field of natural monopoly, as well as the creation of conditions for the protection of domestic energy producers;

4) creation and improvement of a regulated electric energy market;

5) rational and economical consumption of electric energy;

6) use and development of renewable and non-traditional energy sources;

7) attracting investments in the development and re-equipment of the electric power complex;

8) creating conditions for the implementation of a set of measures to protect the environment, reliability and safety of construction during the operation of power transmission lines, electric and power plants;

9) creation of conditions for the organization of energy supply in remote areas of the country;

10) establishment of national standards for the operation of the unified electric power system of the Republic of Kazakhstan and the quality of electric energy;

10-1) providing loans for the construction, reconstruction and modernization of electric grids of regional electric grid companies owned by municipal entities;

11) excluded by the Law of the Republic of Kazakhstan dated 07/08/2024 No. 121-VIII (effective sixty calendar days after the date of its first official publication).

3. State regulation in the field of electric power industry includes:

1) licensing;

2) state regulation of tariffs (prices, collection rates);

3) demonopolization and privatization of electric power facilities;

4) state supervision over the reliability, safety and economy of production, transmission, technical dispatching and consumption of electric energy;

5) technical regulation and standardization in the field of electric power industry;

5-1) crediting of construction, reconstruction and modernization of electric grids of regional electric grid companies owned by municipal entities at the expense of budgetary funds, carried out in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

The Law of the Republic of Kazakhstan dated July 9, 2004 No. 588.

This Law regulates public relations arising in the process of production, transmission and consumption of electric energy.
