Article 3. Objectives and principles of state regulation of the development of the agro-industrial complex and rural Areas of the Law on State Regulation of the Development of the Agro-industrial Complex and Rural Areas

1. The objectives of state regulation of the development of the agro-industrial complex and rural areas are:

1) development of social and engineering infrastructure in rural areas and provision of favorable living conditions for the rural population;

2) ensuring food security of the state;

3) ensuring sustainable economic and social development of the agro-industrial complex and rural areas;

4) creation of economic conditions for the production of competitive agricultural products and their processed products;

5) ensuring the development of production and turnover of organic products.

2. State regulation of the development of the agro-industrial complex and rural areas is carried out in accordance with the following principles:

1) priorities for the development of the agro-industrial complex and rural areas with potential for economic growth;

2) compliance with the requirements of international agreements on agriculture, sanitary and phytosanitary standards;

3) transparency of activities carried out by the state;

4) targeting in the provision of state support measures;

5) development of competitive advantages of domestic agro-industrial production;

6) protection of the domestic market from unfair competition;

7) separation of powers between levels of government;

8) environmental safety of the agro-industrial complex and residents' residence in rural settlements;

9) interaction with public associations, associations (unions) of entrepreneurs;

10) effectiveness of government regulation measures;

11) ensuring the necessary annual volume of state support for the development of the agro-industrial complex and rural areas;

12) development of optimal forms of interaction between subjects of the agro-industrial complex.

The Law of the Republic of Kazakhstan dated July 8, 2005 No. 66.

This Law defines the legal, organizational, economic and social foundations for the implementation of state regulation of the development of the agro-industrial complex and rural areas in the Republic of Kazakhstan.
