Article 3. Principles of electoral law of the Constitutional Law on Elections in the Republic of Kazakhstan

     1. Elections of the President, deputies of the Mazhilis of Parliament and maslikhats, akims of districts, cities of regional significance, cities of district significance, villages, towns, rural districts (hereinafter referred to as akims in the text of this Constitutional Law), and members of other local self–government bodies of the Republic shall be conducted on the basis of universal, equal and direct suffrage by secret ballot.

     2. The election of deputies to the Senate of the Parliament of the Republic is conducted on the basis of indirect suffrage by secret ballot.

     3. The participation of citizens of the Republic in elections is voluntary. No one has the right to force a citizen to participate or not participate in elections, as well as to restrict his expression of will.

     4. Foreign interference in the preparation and conduct of elections is not allowed.
