Article 3. Principles of state policy in the field of education The Law on Education

1. The main purpose of this Law is to ensure the right to receive quality education.

     2. The main objectives of this Law are:

     1) creating the necessary conditions for obtaining high-quality education aimed at the formation, development and professional development of a personality based on national and universal values, achievements of science and practice;

     2) the development of creative, spiritual and physical capabilities of the individual, the formation of solid foundations of morality and a healthy lifestyle, the enrichment of intelligence by creating conditions for the development of individuality;

     3) fostering citizenship and patriotism, love for one's Homeland – the Republic of Kazakhstan, respect for state symbols and the state language, reverence for folk traditions, intolerance to any unconstitutional and antisocial manifestations;

     4) education of a person with an active civic position, formation of the needs to participate in the socio-political, economic and cultural life of the republic, conscious attitude of the individual to his rights and duties;

     5) familiarization with the achievements of national and world culture, study of the history, customs and traditions of the people of Kazakhstan;

     6) ensuring the improvement of the social status of teachers;

     7) expansion of autonomy, independence of educational organizations, democratization of education management;

     8) the functioning of the national education quality assessment system that meets the needs of society and the economy;

     9) the introduction and effective use of new learning technologies, including credit and digital, that facilitate the rapid adaptation of vocational education to the changing needs of society and the labor market;

     10) the development of lifelong learning systems that ensure the relationship between general education, on-the-job training and the needs of the labor market and help everyone maximize their personal potential in society based on knowledge and competence;

     11) integration of education, science and production;

     12) providing professional motivation for students;

     13) ensuring the rapid development of technical and vocational education through active interaction with employers and other social partners;

     14) creation of special conditions for education, taking into account the individual characteristics of students and pupils.

     3. The basic principles of this Law are:

     1) equality of the rights of all to receive quality education;

     2) priority of education system development;

     3) accessibility of education at all levels for the population, taking into account intellectual development, psychophysiological and individual characteristics of each person;

     4) the secular, humanistic and developmental nature of education, the priority of civic and national values, human life and health, and the free development of the individual;

     5) Respect for human rights and freedoms;

     6) stimulating the education of the individual and the development of giftedness;

     7) the continuity of the educational process, ensuring the continuity of its levels;

     8) unity of education, upbringing and development;

     9) the democratic nature of education management, the transparency of the educational system, as well as the observance of standards of academic integrity;

     10) the diversity of educational organizations in terms of ownership, forms of education and upbringing, and areas of education.

     4. The creation and operation of organizational structures of political parties and religious organizations (associations) in educational institutions is prohibited.

 

 

The Law of the Republic of Kazakhstan dated July 27, 2007 No. 319-III.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
