1. The purpose of countering terrorism in the Republic of Kazakhstan is to protect individuals, society and the State from terrorism.

2. The objectives of countering terrorism are:

1) prevention of terrorism;

2) identification, suppression of terrorist activities, disclosure and investigation of terrorist crimes;

3) minimization and (or) elimination of the consequences of terrorism by providing emergency medical care, medical and psychological support, emergency rescue and fire-fighting measures, restoration of normal functioning and environmental safety of facilities exposed to terrorist attacks, social rehabilitation of persons injured as a result of an act of terrorism and persons involved in its suppression, compensation for moral damage and material harm to persons who have suffered as a result of an act of terrorism.

3. Countering terrorism in the Republic of Kazakhstan is based on the following principles:

1) ensuring and protecting human and civil rights and freedoms, prioritizing the protection of life and health, rights and legitimate interests of persons in danger as a result of terrorist crimes;

2) compliance with the rule of law;

3) proportionality of counter-terrorism measures to the degree of terrorist danger;

4) Priority of terrorism prevention;

5) the inevitability of punishment for terrorist activities;

6) systematic and comprehensive use of political, information and propaganda, socio-economic, legal, special and other measures to counter terrorism;

7) unity of command in the operational management of the forces and means involved in the anti-terrorist operation;

8) a combination of public and secret methods of countering terrorism;

9) providing limited access to information about tactics, forms, methods, means and the composition of participants in anti-terrorist operations.

The Law of the Republic of Kazakhstan dated July 13, 1999 No. 416.

This Law establishes the principles, purpose, legal and organizational basis for countering terrorism.
