1. This Law regulates public relations arising from the establishment and fulfillment of mandatory requirements for products, including buildings and structures related to product requirements in the processes of design (including surveys), production, construction, installation, commissioning, operation, storage, transportation, sale and disposal, and the application of product requirements on a voluntary basis., processes and provision of services, conformity assessment and state control and supervision in the field of technical regulation, It also establishes the legal basis of the state system of technical regulation.

2. The objects of technical regulation are:

products, with the exception of civil aviation products, products used to protect information constituting a state secret (state secrets) or related to information of limited access protected in accordance with the laws of the Republic of Kazakhstan, products, information about which constitutes a state secret (state secrets), products for which requirements related to the provision of safety in the field of the use of atomic energy, used products, veterinary drugs, medicines, medical products (medical devices and medical equipment), products with scientific content of small-scale and pilot production;

product requirements-related processes of design (including surveys), production, construction, installation, commissioning, operation, storage, transportation, sale and disposal;

services related to voluntary certification, with the exception of services in the field of veterinary medicine, plant protection and quarantine, government, medical, educational, financial, banking and other services regulated by other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

3. Subjects of technical regulation are state bodies, individuals and legal entities that are part of the structure of the state system of technical regulation, as well as individuals and legal entities that have the right to own, use and (or) dispose of objects of technical regulation in accordance with the civil legislation of the Republic of Kazakhstan.

This Law establishes the fundamental principles of technical regulation that arise when establishing and fulfilling requirements for products, related processes, and the provision of services, and also defines the legal basis for the functioning of the state system of technical regulation.
