Article 3. Social and medical-pedagogical correctional support for children with disabilities, its goals, objectives and principles of the Law on Social and Medical-pedagogical Correctional Support for Children with Disabilities
1. Social and medical-pedagogical correctional support for children with disabilities begins from the birth of a child to the age of majority through mass comprehensive medical, psychological, pedagogical and social examinations and professional diagnostics, the development of an individual rehabilitation program, the provision of medical, pedagogical, psychological, social services and labor training.
2. The objectives of social, medical and pedagogical correctional support are:
1) early (from birth) detection of congenital and hereditary diseases, deviations from normal development;
2) prevention of stunting and developmental disorders in children, prevention of severe forms of disability;
3) reducing the level of child disability;
4) compensation or restoration of physical, mental and other abilities of children with disabilities, realization of their social rights, assistance to their fullest social adaptation.
3. The objectives of social, medical and pedagogical correctional support are:
1) creation of a unified state system for the identification and registration of children with disabilities;
2) development of a network of organizations providing special educational and special social services;
3) social adaptation of children with disabilities;
4) social support for families with children with disabilities;
5) personnel, scientific, organizational and methodological support for organizations providing social, medical and pedagogical correctional support;
6) integration of the activities of organizations of social protection of the population, healthcare, education in matters of social and medical-pedagogical correctional support for children with disabilities.
4. Social and medical-pedagogical correctional support is based on the following principles::
1) ensuring the provision of social support and rehabilitation assistance to children with disabilities and their families;
2) cooperation between a family with a child with disabilities and specialists from organizations providing social, medical and pedagogical correctional support;
3) accessibility and equal rights of children to early support and education, regardless of the degree of disability, age, social status;
4) the individuality of the approach to each child and the differentiation of the provision of social and medical-pedagogical correctional support.
The Law of the Republic of Kazakhstan dated July 11, 2002 No. 343.
This Law defines the forms and methods of social, medical and pedagogical correctional support for children with disabilities, is aimed at creating an effective system of assistance to children with developmental disabilities, solving problems related to their upbringing, education, labor and vocational training, and preventing childhood disability.
