1. The purpose of the state audit is to increase the efficiency of management and use of budgetary funds, state assets and quasi-public sector entities.

2. Depending on the subject, the state audit is divided into the following types::

1) an external state audit, the tasks of which are to analyze, evaluate and verify the effective and legitimate management of national resources (financial, natural, industrial, personnel, information) to ensure a dynamic increase in the quality of living conditions of the population and national security of the country;

2) internal state audit, the tasks of which are to analyze, evaluate and verify the achievement by the object of state audit of the final results provided for in the documents of the State Planning System of the Republic of Kazakhstan, the reliability and reliability of financial and managerial information, the effectiveness of internal processes of organizing the activities of objects of state audit, the quality of public services provided, the safety of assets of the state and subjects of the quasi-public sector.

3. The state audit is divided into the following types:

1) audit of financial statements – assessment of reliability, validity of financial statements, accounting and financial condition of the object of state audit;

2) efficiency audit – assessment and analysis of the activities of the state audit facility for efficiency, cost-effectiveness, productivity and effectiveness;

3) compliance audit – assessment, verification of compliance by the object of state audit with the norms of the legislation of the Republic of Kazakhstan, as well as acts of quasi-public sector entities adopted for their implementation.

The Law of the Republic of Kazakhstan dated November 12, 2015 No. 392-V SAM.

This Law regulates public relations related to state audit and financial control, defines the powers and organization of the activities of state audit and financial control bodies.
