Article 3. The main goals, principles and objectives of this Law are the Law on Family-type Children's Villages and Youth Homes.

 

     1. The main objectives of this Law are to define the legal status of family-type children's villages and youth homes, which is aimed at creating conditions for orphans and children left without parental care to live and raise in an environment close to the family, as well as to consolidate their status.

      1-1. This Law is based on the basic principles:  

      1) humanism;  

      2) justice;  

      3) free personal development;  

     4) priority protection of the rights and legitimate interests of pupils;

     5) mutual assistance and support of family members of the children's village and youth homes.

      2. This Law is aimed at the gradual transformation of orphanages into children's villages and the creation of family-type children's villages and youth homes in the country, whose activities are designed to ensure the fulfillment of the following main tasks:  

      1) creating conditions for pupils to maintain, educate and receive primary, basic secondary, general secondary, technical and vocational, post-secondary, and higher education, including conditions conducive to their physical, mental, moral, and spiritual development;  

      2) ensuring the social adaptation of pupils;  

      3) ensuring the health of pupils, strengthening their mental and physical condition and carrying out preventive measures;  

      4) instilling students with work skills, training in professions in demand on the labor market;  

      5) assistance to pupils in choosing the right future profession and finding employment.  

 

 

The Law of the Republic of Kazakhstan dated December 13, 2000 No. 113-II.

     This Law defines the legal status of family-type children's villages and youth homes established in order to meet the rights of orphaned children and children left without parental care to live and be raised in a family, as well as to comprehensively ensure their moral, spiritual, labor upbringing and education.
