Article 31. Proxies of the Constitutional Law on Elections in the Republic of Kazakhstan

     1. Candidates and political parties that have put forward party lists have the right to have trusted persons who assist them in conducting the election campaign, conduct election campaigning, and represent the interests of candidates and political parties.

     2. Candidates and political parties that have nominated party lists shall determine proxies at their discretion in the number not exceeding three persons for each polling station in the relevant electoral district and report them to the relevant election commission for registration.

     A candidate for deputy of the Senate has the right to have one proxy in each district, city, district in the city.

     Persons proposed by a candidate or a political party as proxies shall submit to the relevant election commission a statement of their consent to be a proxy.

     3. After the registration of the authorized persons, the Election Commission issues them the appropriate certificates.

     4. The authorized representative must be a citizen of the Republic of Kazakhstan, cannot be a deputy of the Maslikhat during the election of a deputy of the Senate, a member of any election commission, or a person holding the position of a political civil servant.

     5. Authorized representatives have the rights and duties of observers of political parties, other public associations, non-profit organizations of the Republic of Kazakhstan and act within the limits of the powers granted to them in writing by the candidate, the political party that nominated the party list.

     6. Trusted persons lose their status upon completion of the election campaign, on their own initiative, by decision of the candidate and the political party that nominated the party list, as well as in cases of cancellation of registration of the candidate, party list, violation of this Constitutional Law.
