Article 31. Summing up the results of the Republican referendum Constitutional Law a On the Republican Referendum
1. The Central Commission of the Referendum, on the basis of the submitted protocols on the results of voting, establishes:
1) the total number of citizens of the Republic of Kazakhstan who have the right to participate in the referendum;
2) the number of citizens who participated in the voting;
3) the number of citizens who voted for a positive solution to the issue put to the referendum, voted for a negative solution to the issue put to the referendum, and the number of invalid ballots separately for each issue put to the vote.
2. A referendum is considered to have taken place if more than half of the citizens entitled to participate in the referendum participated in the voting.
3. A decision on an issue submitted to a referendum is considered adopted if, as a result of voting, more than half of the citizens who took part in the voting voted in favor of its positive decision.
Amendments and additions to the Constitution submitted to a national referendum are considered adopted if more than half of the citizens who took part in the voting voted for them in at least two thirds of the regions, cities of republican significance and the capital.
4. The voting results are summarized at a meeting of the Central Commission of the Referendum, drawn up in a protocol, signed by the Chairman, Deputy Chairman, Secretary and members of the Central Commission of the Referendum and approved by resolution.
5. When summarizing the results of a referendum, the Central Commission of a referendum may declare its holding in certain polling stations (administrative-territorial units) invalid if violations of this Constitutional Law and the Constitutional Law of the Republic of Kazakhstan "On Elections in the Republic of Kazakhstan" occurred during the referendum, or during the counting of votes or the determination of voting results.

This Constitutional Law, in accordance with the Constitution of the Republic of Kazakhstan, determines the procedure for the appointment, preparation and conduct of a republican referendum.
