When determining transfers of a general nature for a three-year period, an increasing coefficient is applied to the projected amount of expenditures for budgetary development programs in accordance with the procedure determined by the central authorized body for state planning.

This Law establishes the legal framework that defines the special status of the city of Almaty, based on its characteristics as a scientific, cultural, historical, financial and industrial center, guarantees for its further development by establishing measures of financial, economic and social incentives.
