1. The civil service in the Republic of Kazakhstan is based on the principles of:

1) legality;

2) Kazakh patriotism;

3) the unity of the civil service system, regardless of the division of state power into legislative, executive and judicial branches;

4) the priority of the rights, freedoms and legitimate interests of citizens over the interests of the state;

5) efficiency, efficiency, transparency in the activities of government agencies;

6) the equal right of citizens to access public service;

7) voluntary admission of citizens to public service;

8) professionalism of civil servants;

9) meritocracy – recognition of personal merits and achievements of a civil servant, his promotion in the civil service in accordance with his abilities and professional training;

10) the obligation to execute decisions taken by higher state bodies and officials within the limits of their powers for subordinate civil servants and civil servants of lower state bodies;

11) accountability and accountability of government employees;

12) personal responsibility for non-fulfillment or improper fulfillment by a civil servant of official duties and exceeding his official powers;

13) ethics;

14) intolerance of offenses;

15) taking into account public opinion and publicity, with the exception of activities that constitute state secrets or other legally protected secrets;

16) legal and social protection of civil servants;

17) equal pay for the performance of equivalent work;

18) encouragement of civil servants for exemplary performance of official duties, impeccable public service, performance of tasks of particular importance and complexity;

19) continuous training of civil servants and development of necessary competencies;

20) practical orientation of training, retraining and advanced training of civil servants.

2. The establishment of organizations of political parties in State bodies is not allowed. Civil servants in the performance of their official duties are guided by the requirements of the legislation of the Republic of Kazakhstan and are not associated with the decisions of political parties, public associations and their bodies.
