    Submissions for awarding other state awards are submitted to the President of the Republic of Kazakhstan, the Kurultai, Kazakhstan Halyk Kenesi, central and local executive bodies, creative unions and other organizations.  

      Candidates for the award could be considered and nominated by the labor collectives.  

      Submission of awards to foreign civil enterprises by the Ministry of Foreign Affairs and other central executive bodies of the Republic of Kazakhstan on a general basis.  

      The presentation of a citizen for the next award is not carried out early, but five years after the moment of the previous award, with the exception of awards for many children and special incidents related to the perfection of heroic deeds, extreme actions.
