      Submissions for awarding other state awards are submitted to the President of the Republic of Kazakhstan by the Parliament, the Government of the Republic of Kazakhstan, ministries, state committees, other central and local executive bodies, creative unions and other organizations.  

      Candidates for the award may be considered and nominated by labor collectives.  

      Submissions for awarding foreign citizens are made by the Ministry of Foreign Affairs, other ministries and state committees, and other central executive bodies of the Republic of Kazakhstan on a common basis.  

      Citizens are presented with the next award no earlier than five years after the previous award, with the exception of awards for mothers with many children and special cases related to heroic deeds and extreme circumstances.
