Authorized body:

1) formulates and implements state policy in the field of production of precious metals, turnover of precious metals and precious stones, raw materials containing precious metals, jewelry and other products;

2) develops and approves rules for the import into the territory of the Republic of Kazakhstan from countries outside the Eurasian Economic Union and the export from the territory of the Republic of Kazakhstan to these countries of precious metals and raw materials containing precious metals;

3) develops and approves rules for the import into the territory of the Republic of Kazakhstan from countries outside the Eurasian Economic Union and the export from the territory of the Republic of Kazakhstan to these countries of precious stones, jewelry and other products;

4) develops and approves rules for the import into and export from the territory of the Republic of Kazakhstan of rough natural diamonds, taking into account the Kimberley Process Certification Scheme;

5) develops and approves the rules for conducting an expert examination;

5-1) develops and approves the rules for mandatory registration in an authorized organization of a namesake and submission of information about registered namesakes to the authorized body;

6) approves regulatory documents for commodities containing precious metals;

7) confirms the standards for the yield of processed products from precious metals and raw materials containing precious metals, reflected in the submitted documents when they are imported into the territory of the Republic of Kazakhstan and exported from the territory of the Republic of Kazakhstan for processing;

10) develops and approves the rules for the formation of a list of subjects of production of precious metals;

10-1) develops and approves accounting rules for transactions related to the transfer of ownership of mineral raw materials prior to refining and (or) to unprocessed precious stones, as well as their use as collateral;

11) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations arising in the sphere of production of precious metals and turnover of precious metals and precious stones, raw materials containing precious metals, jewelry and other products made of precious metals and precious stones.
