21) approves the rules for the formation, direction of expenditure and accounting of funds allocated for the provision of financial and material assistance to students and pupils of state educational organizations from families eligible for state targeted social assistance, as well as from families not receiving state targeted social assistance, in which the average per capita income is below the subsistence level, and children-orphans, children left without parental care, living in families, children from families requiring emergency assistance as a result of emergency situations, and other categories of students and pupils, determined by the collegial management body of the educational organization, in the amount of at least two percent of the budget funds allocated for the current maintenance of secondary schools and for the placement of a state educational order for secondary education in state-owned enterprises on the right of economic management.;
