The executive body of the city of Almaty:

1) (excluded)

2) carries out the ownership, use and disposal of communal property of the city of Almaty;

3) approves the list of communal property not assigned to communal legal entities, owns, uses and disposes of state-owned blocks of shares in joint-stock companies and shares in limited liability partnerships registered in the territory of Almaty, with the exception of legal entities classified as republican property;

4) makes a decision on the privatization of communal property in accordance with the procedure established by Chapter 10 of the Law of the Republic of Kazakhstan "On State Property";

4-1) ensures the ecological safety of the population and the restoration of disturbed natural ecological systems in the city;

4-2) creates the necessary conditions for holding national and international events in the city in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

4-3) defines the traffic patterns of transit motor transport in the city of Almaty;

4-4) develops and approves the rules for the organization of paid parking (car parks);

4-5) organizes paid parking (car parks);

4-6) organizes the demolition of emergency apartment buildings;

5) carries out licensing of types of activities according to the list determined by the Government of the Republic of Kazakhstan;

6) ensures the implementation and monitoring of the master plan for the development of the city of Almaty;

6-1) ensures that, at the expense of the local budget, a state technical survey of functioning multi-apartment residential buildings (with the determination of the common property of the condominium object), as well as the preparation and reimbursement of expenses for the production of a cadastral passport of a real estate object for an apartment building and an adjacent land plot, if an appropriate request is received from the owners of apartments, non-residential premises of an apartment building for based on the decision of the apartment owners' meeting, non-residential premises of an apartment building in accordance with the requirements of the Laws of the Republic of Kazakhstan "On Housing Relations" and "On State Registration of rights to Immovable Property";

6-2) has the right, if funds from the local budget are available, to organize and finance measures for the reconstruction, maintenance or overhaul of the exterior walls and roofs of apartment buildings aimed at giving a unified architectural appearance to the city of Almaty, as well as to direct such funds to a special citywide account for the overhaul of apartment buildings.;

6-3) has the right, if there are funds from the local budget, to organize and finance capital repairs of multi-apartment residential buildings, subject to ensuring the repayment of funds by the owners of apartments, non-residential premises of multi-apartment residential buildings, including services, including decorative and lighting design,;

6-4) has the right, if there are funds from the local budget, to organize and finance the repair and replacement of elevators in multi-apartment residential buildings, subject to ensuring the repayment of funds by the owners of apartments, non-residential premises of multi-apartment residential buildings;

6-5) develops and approves rules for the organization and conduct of events for the reconstruction, maintenance or overhaul of exterior walls, roofs of apartment buildings, including services, including decorative and lighting design, aimed at giving a unified architectural appearance to the city of Almaty, as well as rules for ensuring the repayment of money by owners of apartments, non-residential premises related to repairs and the replacement of elevators, major repairs of an apartment building;

6-6) organizes the work of the housing inspectorate for the implementation of state control over subjects of control within the boundaries of settlements at social infrastructure facilities in the areas of housing management, gas and gas supply;

6-7) organizes the work of the housing inspectorate for the implementation of state control and supervision over subjects of control and supervision within the boundaries of settlements at social infrastructure facilities in the field of industrial safety for compliance with the requirements of safe operation of hazardous technical devices;

6-9) decides on the involvement of research institutes in the field of earthquake resistance of buildings and structures in the technical support of complex facilities;

6-10) the architectural and construction control body of the city of Almaty has the right to visit construction sites to inspect construction and installation works for compliance with the requirements for the construction and reconstruction of load-bearing and (or) enclosing structures of buildings and structures, in accordance with the procedure determined by the local representative body;

7) submits for approval to the local representative body the management scheme of the city of Almaty in accordance with the standard structure of local government;

8) carries out the compulsory alienation of property for state needs in accordance with the procedure established by the Land Code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "On State Property";

9) develops rules for regulating migration processes in the territory of the city of Almaty in accordance with the standard rules for regulating migration processes in regions, cities of national significance and the capital, approved by the authorized body on migration issues;

9-1) carries out borrowing in accordance with the budget legislation of the Republic of Kazakhstan;

9-2) coordinates the activities of entities involved in the implementation of the master plan for the development and development of the city of Almaty, approved in accordance with the procedure established by the legislation of the Republic of Kazakhstan, and the integrated urban planning scheme for adjacent territories (district planning project) classified as a suburban area of the city of Almaty.;

9-3) coordinates labor issues and ensures the implementation of employment policy in the city of Almaty;

9-4) carries out international cooperation on the development of the city of Almaty;

9-5) defines a legal entity with one hundred percent state participation in the authorized capital, contributing to the sustainable socio-economic development of the city of Almaty;

9-6) coordinates the activities of medical organizations providing medical services in the territory of the city of Almaty;

9-7) implements a policy in the field of development and functioning of domestic trade and consumer services facilities;

9-8) implements measures to ensure the unity and safety of urban facilities, elements of urban improvement and development;

9-9) develops and approves the rules for the use of communal paid parking lots (car parks, parking lots) and sets a differentiated tariff for communal paid parking lots (car parks, parking lots);

9-10) carries out compulsory alienation of land plots for state needs in accordance with the procedure established by the Land Code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "On State Property";

9-11) decides on the establishment, reorganization, and liquidation of a state-owned enterprise with the right of economic management in the field of ensuring the compulsory alienation of land for state needs, their release from buildings (structures, structures), and coordinates its activities;

9-12) develops a tariff policy applicable to urban rail transport;

9-13) develops and approves the rules for the transfer to the management of transport infrastructure facilities of the city of Almaty;

9-14) defines the organization that performs the functions of managing the transport infrastructure of the city of Almaty;

9-15) carries out measures to transfer to the management of the transport infrastructure facilities of the city of Almaty in accordance with the legislation of the Republic of Kazakhstan;

9-16) develops and approves Rules for the implementation and operation of automated traffic management systems;

9-17) develops and approves Rules for the Management and Operation of Transport Infrastructure;

9-18) develops and approves the Rules for the operation of cable sewerage and engineering infrastructure;

9-19) develops urban planning regulations for the territory of the city of Almaty;

9-20) develops schemes for urban development of the territory of the city of Almaty, developed in the implementation of the master plan of the city of Almaty;

9-21) develops rules for the maintenance and protection of green spaces in Almaty;

9-22) develops and approves rules for determining categories of parking lots (car parks, parking lots);

9-23) develops and approves the Rules for the installation of non-stationary retail facilities in the territory of the city of Almaty and in the suburban area;

9-24) develops and approves the Rules for the installation of summer playgrounds at public catering facilities;

9-25) determines the legal entity for the operation of the outdoor lighting system;

9-26) defines measures to stimulate new technologies in the field of the green economy;

9-27) develops and approves the rules for the maintenance and maintenance of the fountain facilities of the city of Almaty;

9-28) develops and approves rules for monitoring emissions from motor vehicles;;

9-29) develops the design code of the city of Almaty;

9-30) participates in the development and review of projects initiated by local executive bodies of regions, state national natural parks, coordinates relevant decisions on them regarding the development of tourism in recreational and tourist areas, as well as in the development, refinement and adjustment of management plans for state national natural parks.;

9-31) develops and approves the rules for the provision of transport services for the transportation of tourists in coordination with the central executive body performing the functions of public administration in the field of tourism activities.;

9-32) creates an urban planning council and approves its regulations;

9-33) develops and approves rules for the installation of outdoor (visual) advertising facilities in an open space outside the premises in Almaty, in the right-of-way of public roads, in an open space outside the premises of Almaty and outside the right-of-way of public roads;

9-34) develops and approves rules for the placement of images of outdoor (visual) advertising in an open space outside the premises in the city of Almaty, in the right-of-way of public roads, in an open space outside the premises of the city of Almaty and outside the right-of-way of public roads;

9-35) develops rules for the operation of outdoor lighting systems in the city of Almaty;

9-36) develops regulations on the commission for consideration of issues of registration of real estate;

9-37) provides land plots in accordance with subparagraph 4-1) of paragraph 2 of Article 16 of the Land Code of the Republic of Kazakhstan;

9-38) defines a legal entity with one hundred percent state participation in the authorized capital, ensuring the improvement of the environmental situation, air quality and waste management in the city of Almaty;

9-39) defines the urban operator of the life support system for residents of Almaty with one hundred percent state participation in the authorized capital;

9-40) develops a housing renovation program;

9-41) approves the rules for emergency recovery and construction of housing and communal infrastructure;

9-42) develops and submits for approval to the representative body of the city of Almaty the rules of improvement of the territory of the city of Almaty, developed on the basis of the standard rules of improvement of cities and settlements, approved by the authorized body for architecture, urban planning and construction, taking into account additional requirements taking into account the specifics of the city of Almaty, in coordination with the authorized body for architecture, urban planning and construction;

9-43) develops and approves rules for subsidizing losses of carriers related to socially significant passenger transportation in the city of Almaty and the Almaty agglomeration at the expense of budgetary funds.;

9-44) defines a legal entity with one hundred percent state participation in the authorized capital responsible for the organization of traffic in the city of Almaty in accordance with the legislation of the Republic of Kazakhstan on road traffic;

9-45) defines a legal entity with one hundred percent state participation in the authorized capital, engaged in the management of parking spaces in the territory of the city of Almaty, in accordance with the legislation of the Republic of Kazakhstan;

10) exercises, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.
