Article 4. Principles of crime prevention The Law on the Prevention of Offenses
Crime prevention is based on the principles of:
1) protection and observance of human and civil rights, freedoms and legitimate interests;
2) legality;
3) publicity;
4) unity of rights and obligations;
5) humanity;
6) scientific validity;
7) privacy;
8) the priority of preventive measures for the prevention of offenses over repressive ones;
9) complexity and consistency.
The Law of the Republic of Kazakhstan dated April 29, 2010 No. 271-IV.
This Law defines the legal, economic, social and organizational bases of the activities of state bodies, local governments, organizations and citizens of the Republic of Kazakhstan for the prevention of offenses.
