Article 4. Principles of Industrial Policy of the Law on Industrial Policy

     Industrial policy is based on the principles of:

     1) productivity growth, increasing the complexity and technological efficiency of the economy, including by ensuring that government incentive measures for industry are aimed at creating conditions for the production of goods at high levels of conversion, the development of innovation and the digital transformation of industry;

     2) adoption by the state of economically sound decisions ensuring the unity of industrial, innovative, investment, export, trade, scientific and technological, educational, tax, budgetary, monetary and credit policies and responsibility for them to society;

     3) the leading role of private entrepreneurship in conditions of fair competition by providing an individual approach to the content of industrial policy and the choice of tools for its implementation in industries and regions that have different operating conditions, structure and development potential;

     4) transparency, targeting and transparency of government incentive measures for industry and equal access to them, while providing the necessary and sufficient tools that reflect the specifics of the state of individual industries, subjects;

     5) fair distribution of benefits and responsibilities in the implementation of industrial policy, providing for organizational unity of action at different levels and management mechanisms;

     6) balancing the strategic interests of the state, society, and industrial enterprises related to the functioning and development of the country's industry, the economy as a whole, and the development of human capital;

     7) the systematic and long-term planning of government stimulus measures for industry in order to anticipate possible changes in the internal and external environment of industrial development, determine its strategic position and reduce the negative impact on the environment;

     8) the effectiveness of industrial policy through forecasting, needs assessment, market capacity analysis, the use of risk management systems, resource planning, time management and the development of effective measures to respond to changes.

 

     This Law establishes the fundamental principles of industrial policy and regulates public relations that arise during the formation and implementation of industrial policy.
