The principles of plant quarantine measures in the territory of the Republic of Kazakhstan are:

1) ensuring the protection of plant resources and products of plant origin from damage and destruction by quarantine facilities in order to maintain food and raw materials security of the Republic of Kazakhstan and the safety of property;

2) state regulation in the field of plant quarantine, state quarantine phytosanitary control and supervision, responsibility for violation of the legislation of the Republic of Kazakhstan in the field of plant quarantine;

3) an objective, scientifically based assessment of the possible impact of quarantine facilities on plant resources and products of plant origin and the prevention of possible harm by them;

4) active participation of the population, individuals and legal entities, organizations, government and local government bodies in the implementation of plant quarantine measures;

5) International cooperation in the field of plant quarantine.

The Law of the Republic of Kazakhstan dated February 11, 1999 No. 344.

This Law defines the legal basis, goals, objectives and principles of plant quarantine measures, which are an integral part of the national security system, on the territory of the Republic of Kazakhstan.
