The principles of this Law are:

1) ensuring and protecting human and civil rights to freely receive and disseminate information by any means not prohibited by the laws of the Republic of Kazakhstan on online platforms;

2) ensuring freedom of speech and creativity on online platforms;

3) ensuring legality in the collection, accumulation and dissemination of information about users who are citizens of the Republic of Kazakhstan;

4) ensuring state protection of the interests of citizens of the Republic of Kazakhstan on online platforms;

5) restriction of the rights of owners of online platforms and users in case of violation of the legislation of the Republic of Kazakhstan.

This Law regulates public relations related to online platforms operating in the territory of the Republic of Kazakhstan, as well as public relations arising in the process of production, placement, distribution and storage of online advertising in the territory of the Republic of Kazakhstan.
