The exclusive features of a public-private partnership include:

1) building relations between a public partner and a private partner by concluding a public-private partnership agreement;

 2) the long-term implementation period of the public-private partnership project (from five to thirty years, depending on the specifics of the public-private partnership project);

3) joint participation of a public partner and a private partner in the implementation of a public-private partnership project;

4) pooling the resources of a public partner and a private partner to implement a public-private partnership project;

 5) making investments by a private partner for the implementation of a public-private partnership project, while the share of the private partner's own funds must be at least ten percent of the total investment amount for the public-private partnership project;;

6) availability of investment and operational periods in the public-private partnership project.

The investment period includes design (if necessary), construction and/or reconstruction, and/or modernization, or the creation of a public-private partnership facility. The operational period includes the operation of the public-private partnership facility in accordance with its functional purpose, either maintenance or infrastructure management of the public-private partnership facility.

This Law defines the legal conditions of a public-private partnership, its methods of implementation and regulates public relations arising in the process of preparing and implementing a public-private partnership project, concluding, executing and terminating a public-private partnership agreement.
