State regulation of the production and turnover of petroleum products is carried out by:

1) approval for subsurface users of schedules for the supply of crude oil and (or) gas condensate to producers of petroleum products to meet the needs of the domestic market of the Republic of Kazakhstan;

2) approval of plans for refining oil and refined products and supplies of petroleum products;

3) excluded by the Law of the Republic of Kazakhstan dated 07/10/2012 No. 36-V (effective after ten calendar days after its first official publication);

4) the establishment of conditions and restrictions in the wholesale and retail sale of petroleum products;

5) technical regulation and standardization in the field of production and turnover of petroleum products;

6) implementation of state control in the field of

production and turnover of petroleum products;

7) the establishment of marginal prices for the retail sale of petroleum products through stationary gas stations, which are subject to state price regulation;

7-1) setting marginal prices for the wholesale sale of petroleum products for stationary gas stations for which state price regulation is established;

8) monitoring the production and sale of petroleum products;

9) ensuring the fulfillment of the international obligations of the Republic of Kazakhstan regarding the regulation of the production and turnover of petroleum products, cooperation with bodies of foreign states and international organizations authorized to regulate the production and turnover of petroleum products.

The Law of the Republic of Kazakhstan dated July 20, 2011 No. 463-IV.

This Law regulates public relations arising in the process of production and turnover of certain types of petroleum products: gasoline, aviation and diesel fuel, fuel oil, road bitumen.
