1. The main objectives of government regulation in the field of postal communications are the development of the postal industry, regulation and expansion of the postal services market.

2. The main objectives of state regulation in the field of postal communications are:

1) formation and development of postal activities, provision of postal services in the Republic of Kazakhstan and organization of their implementation;

2) regulation of activities related to postal appeals of state postage stamps.

3. The main principles of state regulation in the field of postal communications are:

1) the observance of legality in the implementation of activities in the field of postal communications;

2) availability of postal services to users of the postal operator's services in the territory of the Republic of Kazakhstan;

3) compliance by mail operators with the rights and legitimate interests of users of the mail operator's services;

4) freedom of movement of mail on the territory of the Republic of Kazakhstan and transit of international mail through the territory of the Republic of Kazakhstan;

5) equality of rights of individuals and legal entities in the provision of postal services and the use of the results of these activities;

6) ensuring postal secrecy;

7) ensuring the development and functioning of the national postal network in the Republic of Kazakhstan;

8) the unity of rules and requirements in the field of postal communications for mail operators in the provision of postal services to users of mail operator services.

The Law of the Republic of Kazakhstan dated April 9, 2016 No. 498-V SAM.

This Law establishes the legal basis of activities and regulates public relations in the field of mail in the territory of the Republic of Kazakhstan, defines the rights and obligations of subjects of postal activity, and the competence of state bodies in the field of mail.
