1. The State is the subject of ensuring security against terrorist attacks.

2. President of the Republic of Kazakhstan:

1) defines the main directions of state policy in the field of countering terrorism;

2) in order to inform the public in a timely manner about the threat of an act of terrorism and the organization of activities to counteract its commission carried out by state bodies and local governments, approves the rules for the organization and functioning of the state system for monitoring information and notifying the public about the threat of an act of terrorism.;

3) approves the regulations on the Anti-Terrorist Center of the Republic of Kazakhstan;

4) approves the model regulation on anti-terrorist commissions;

5) approves the regulations on the republican, regional, city of republican significance, capital, district (city of regional significance) and maritime operational headquarters for combating terrorism;

6) approves the instruction on the procedure for the use by the Armed Forces of the Republic of Kazakhstan of weapons, military equipment and special means to suppress acts of terrorism in the airspace, in internal and territorial waters, in the fishing zone, on the continental shelf of the Republic of Kazakhstan, while ensuring the safety of navigation;

7) exercise other powers in accordance with the Constitution and laws of the Republic of Kazakhstan.

3. Government of the Republic of Kazakhstan:

1) organizes the provision of necessary forces, means and resources for the activities of state and local executive bodies to combat terrorism;

2) organizes the development and implementation of measures to prevent terrorism, minimize and (or) eliminate the consequences of terrorism;

3) determines the procedure for organizing activities in the field of countering terrorism in the Republic of Kazakhstan;

4) approves the rules and criteria for classifying objects as vulnerable to terrorism, and the requirements for organizing anti-terrorist protection of objects vulnerable to terrorism;

5) approves the rules of interaction between the bodies of internal affairs, national security, the Prosecutor's Office and the authorized body in the field of religious activities to counter religious extremism and terrorism in special and correctional institutions;

6) approves the rules for compensation of damage to individuals and legal entities caused during the suppression of an act of terrorism by lawful actions of officials of state bodies engaged in countering terrorism;

7) approves the rules for compensation of property damage caused to individuals and legal entities as a result of an act of terrorism;

8) performs other functions assigned to him by the Constitution, laws and acts of the President of the Republic of Kazakhstan in the field of combating terrorism.

4. State bodies and local self-government bodies shall carry out counteraction to terrorism within the limits of their competence.

5. The authorized state body for coordinating activities in the field of countering terrorism in the Republic of Kazakhstan is the National Security Committee of the Republic of Kazakhstan, which:

1) coordinates the activities of state and local government bodies in the field of countering terrorism;

2) monitors the implementation by state bodies and local self-government bodies of the Republic of Kazakhstan of a set of measures to improve security systems and readiness to neutralize terrorist threats;

3) develops and approves, within the limits of its powers, regulatory legal acts in the field of countering terrorism;

4) submits an annual report to the President of the Republic of Kazakhstan on the measures taken to combat terrorism, and also provides ongoing information to the President and the Government of the Republic of Kazakhstan on terrorist threats.;

5) contributes to increasing the level of anti-terrorist protection of facilities vulnerable to terrorism by informing their managers about the nature and specifics of terrorist threats, developing recommendations on countering terrorism and anti-terrorist protection, assessing the readiness of facilities vulnerable to terrorism to prevent the commission of an act of terrorism, ensuring the minimization and elimination of its consequences through practical anti-terrorist measures. exercises, training and experiments, with the exception of protected objects;

6) performs other functions stipulated by this Law, other laws, and acts of the President of the Republic of Kazakhstan.

Coordination of the activities of State bodies in the field of countering terrorism is carried out through the achievement of interaction between these bodies, mutual exchange of information and coordination of their actions to achieve common goals and objectives.

To implement the decisions of state bodies in the field of countering terrorism, regulatory legal acts and legal acts of these bodies may be issued.

Coordination of activities is carried out:

national security agencies within the framework of the permanent Anti-Terrorist Center of the Republic of Kazakhstan, which is being established under the authorized state body for coordinating activities in the field of countering terrorism.;

akimats of the region, city of republican significance, capital, district (city of regional significance) within the framework of anti-terrorist commissions that are established under the local executive body of the region, city of republican significance, capital, district (city of regional significance).

To ensure effective cooperation between government agencies engaged in countering terrorism, their authorized representatives are seconded or sent to the working body of the Anti-Terrorist Center of the Republic of Kazakhstan.

The procedure for seconding or sending authorized representatives of state bodies to the working body of the Anti-Terrorist Center of the Republic of Kazakhstan is determined by the regulations on the Anti-Terrorist Center of the Republic of Kazakhstan.

The Regulations on the Anti-Terrorist Center of the Republic of Kazakhstan and the model regulations on anti-terrorist commissions are approved by the President of the Republic of Kazakhstan.

On the basis of the model regulations on anti-terrorist commissions, the akims of the region, the city of republican significance, the capital, and the district (city of regional significance) approve the regulations on anti-terrorist commissions.

6. If necessary, other government agencies may be involved in counter-terrorism activities within their competence.

Local executive bodies coordinate the activities of territorial divisions of central state bodies and local self-government bodies for the prevention of terrorism, as well as minimizing and (or) eliminating the consequences of terrorism in the relevant territory through anti-terrorist commissions.

To implement their decisions, legal acts of the bodies whose representatives are members of the relevant commissions may be issued.

The Law of the Republic of Kazakhstan dated July 13, 1999 No. 416.

This Law establishes the principles, purpose, legal and organizational basis for countering terrorism.
