1. Backbone enterprises are enterprises of the manufacturing industry, the volume of production of which is more than three percent of the total volume of production of the relevant region, city of republican significance, capital.

2. The list of system-forming enterprises is approved by the authorized body in the field of state stimulation of industry.

3. Purchases of goods from backbone enterprises are subject to monitoring of domestic value by the authorized body in the field of state stimulation of industry.

4. Purchases of goods by backbone enterprises are carried out in accordance with the plans for the purchase of goods for the upcoming financial year or a long-term period, subject to compliance with the requirements defined in Articles 47, 48, 48-1 and 49 of this Law.

This Law establishes the fundamental principles of industrial policy and regulates public relations that arise during the formation and implementation of industrial policy.
