Tariffs for the distribution of television and radio channels in multichannel broadcasting and telecommunications networks are set by television and radio broadcasting operators independently on the basis of reasonable costs, unless otherwise provided by the laws of the Republic of Kazakhstan.

This Law regulates public relations in the field of mass media, establishes their legal basis and is aimed at ensuring the constitutional right to freedom of speech and creativity.
