1. The powers of public councils formed by quasi-public sector entities include:

1) discussion of draft development plans of national management holdings, national holdings and national companies and action plans;

2) discussion of reports and monitoring of the implementation of development plans of national management holdings, national holdings and national companies and action plans;

3) discussion of the results of financial and economic activities;

4) development and submission of proposals to government agencies to improve the legislation of the Republic of Kazakhstan;

5) creation of commissions on areas of activity;

6) approval of the regulations on the Public Council;

7) exercising public control in the forms provided for by this Law.

2. Based on the results of the exercise of the powers provided for in subparagraphs 2), 3) and 7) of paragraph 1 of this Article, the Public Council makes recommendations to the relevant quasi–public sector entity, which within a month, and according to subparagraph 1) - within ten working days gives a reasoned response, signed by the first head of the relevant quasi-public sector entity or a person who his replacement.

3. The powers of the Public Council formed by the National Welfare Fund and national companies belonging to the National Welfare Fund group (hereinafter referred to as the Fund) are determined by the regulations on the Public Council approved in accordance with the Law of the Republic of Kazakhstan "On the National Welfare Fund" (hereinafter referred to as the regulations on the Public Council of the Fund).

This Law defines the legal status, procedure for the formation and organization of activities of public councils aimed at implementing state policy on the formation of a state accountable to the population, ensuring the broad participation of non-profit organizations and citizens in decision-making by government agencies at all levels, as well as national management holdings, national holdings, national companies (hereinafter referred to as quasi-public sector entities).
