Article 5. Classification of chemical products of the Law On the Safety of Chemical Products
1. Classification of chemical products is carried out in order to take appropriate measures to ensure the protection of human life and health, and environmental protection.
2. Classification of chemical products is carried out by types of hazards and categories of chemicals.
3. Chemical products in the process of production and use may present the following types of hazards:
1) fire hazard;
2) Explosion hazard;
3) corrosion activity;
4) Toxicity.
4. Chemicals with properties that may have harmful effects on human life and health, the environment are divided into categories:
by physico-chemical properties on:
1) explosives;
2) Flammable gases;
3) flammable liquids;
4) Flammable solids;
5) oxidizing substances and organic pyroxides;
6) toxic substances;
7) corrosive substances;
according to the toxicological properties on:
1) highly toxic substances;
2) toxic substances;
3) harmful substances;
4) caustic substances;
5) substances that irritate the mucous membrane of the eyes and (or) skin;
6) substances with sensitizing effect;
for specific effects on human health on:
1) carcinogens;
2) mutagens;
3) substances that have toxic effects on the reproductive function;
on environmental impact on:
1) substances dangerous to the aquatic environment;
2) substances dangerous to the air environment and soil.
5. Information on the categories of chemical products, types of hazards and measures to ensure the safe handling of chemical products is established by technical regulations in the field of safety of chemical products.
6. Criteria and methods for testing chemical products, their physico-chemical and toxicological properties, specific effects on human health and life, and the environment are determined in accordance with technical regulations in the field of chemical product safety.
7. The classification of chemical products by categories of chemicals is indicated by the applicant (manufacturer, supplier, importer) when completing the relevant documents for placing it on the market.
The Law of the Republic of Kazakhstan dated July 21, 2007 No. 302.
This Law establishes the legal basis for ensuring the safety of chemical products for the protection of human life and health, environmental protection and consumer interests in the territory of the Republic of Kazakhstan.
