Article 5. Competence of state bodies in the field of postal services of the Law on Postal Services
1. The authorized body:
1) carries out strategic, regulatory, implementation and control functions within the scope of its competence;
1-1) Based on and in accordance with the main directions of the state’s domestic and foreign policy, as determined by the President of the Republic of Kazakhstan, and the main directions of the state’s socio‑economic policy, its defence capability, security, and maintenance of public order, as developed by the Government of the Republic of Kazakhstan, it formulates state policy in the field of postal services in accordance with the legislation of the Republic of Kazakhstan;
2) Develops and approves regulatory legal acts in the field of postal services in accordance with the main goals and objectives of this Law and the legislation of the Republic of Kazakhstan.

7) approves the rules for assigning postal codes in the Republic of Kazakhstan;

10) approves, in coordination with the national security agencies, the requirements for postal communication networks and means for the purposes of conducting operational search and counterintelligence activities, as well as the rules for interaction in the implementation and operation of hardware, software, and technical means for conducting operational search and counterintelligence activities on the postal networks of the Republic of Kazakhstan;
11) acts on behalf of the Government of the Republic of Kazakhstan and, within the powers granted by the Government of the Republic of Kazakhstan, represents and protects the interests of Kazakhstan in the field of postal communication in its interactions with other states, international unions, and international organizations.

13) approves the rules for appointing and revoking the powers of the appointed operator;
14) appoints and revokes the powers of the appointed operator.

16) approves the rules for providing postal services;

21) approves the quality indicators for universal postal services;22) approves a unified list of personal data of users of postal operator services, which is necessary and sufficient for postal operators to provide services;23) defines the National Postal Operator.
23-1) approves the rules for reimbursement of costs for public services provided by the National Postal Operator in rural settlements;
24) exercises other powers provided for in this Law, other laws of the Republic of Kazakhstan, and acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.
2. Local executive bodies of regions, cities of republican significance, the capital, districts, cities of regional significance, akims of districts in the city, cities of district significance, settlements, villages, and rural districts:
1) assist postal operators in locating production facilities on their premises;1-1) allocate non‑residential premises for the production facilities of postal operators in accordance with the legislation of the Republic of Kazakhstan; 2) facilitate the effective operation of postal services within the territory of the administrative‑territorial unit, including, if necessary, taking measures to preserve postal service branches; 3) work with the management bodies of condominium facilities and owners of residential and non‑residential buildings to ensure that they provide subscriber mailboxes and ensure their proper operation.
