The authorized body within its competence:

1) on the basis of and in pursuance of the main directions of the internal and foreign policy of the state, defined by the President of the Republic of Kazakhstan, and the main directions of the socio-economic policy of the state, its defense capability, security, and public order, developed by the Government of the Republic of Kazakhstan, forms and implements state policy in the field of cinematography in accordance with the legislation of the Republic of Kazakhstan;

2) carries out state regulation and support of cinematography;

3) excluded by the Law of the Republic of Kazakhstan dated 10.01.2025 No. 153-VIII (effective ten calendar days after the date of its first official publication).

4) maintains the State Film Registry;

5) develops and approves the rules for the selection of film projects claiming to be recognized as national films in order to provide state financial support for their production;

5-1) develops and approves rules for the selection of children's animated films and films for family viewing imported into the territory of the Republic of Kazakhstan for dubbing into the Kazakh language;

6) develops and approves the rules for issuing a rental certificate;

7) develops and approves the rules for recognizing a national film and issuing a national film certificate;

8) issues a rental certificate and a national film certificate;

9) develops and approves financing rules and standards for financing the production of film projects that claim to be recognized as national films;

RCPI's note! Subparagraph 10) is valid until 31.12.2025 in accordance with Article 18 of this Law.

10) develops and approves the rules and conditions for the payment of subsidies in the field of cinematography;

11) carries out the age classification of films intended for rental in the territory of the Republic of Kazakhstan when issuing a rental certificate;

12) recognizes the film as a national film in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

13) excluded by the Law of the Republic of Kazakhstan dated 10.01.2025 No. 153-VIII (effective ten calendar days after the date of its first official publication).

14) develops international relations in the field of cinematography, organizes the participation of subjects of cinematographic activity in international commissions, film festivals, conferences and other events in the field of cinematography;

15) ensures the systematization and accounting of film rentals in the territory of the Republic of Kazakhstan by establishing and maintaining a Unified automated information system for monitoring films in the territory of the Republic of Kazakhstan;

16) monitors the rental of films in the territory of the Republic of Kazakhstan;

16-1) develops and approves regulatory legal acts in the field of cinematography in accordance with the goals and objectives of this Law and the legislation of the Republic of Kazakhstan;

17) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan.

This Law regulates public relations and defines the legal, economic and organizational foundations of the field of cinematography.
