Authorized body:

1) formulates and implements the state policy in the field of energy conservation and energy efficiency improvement;

2) carries out, within its competence, international cooperation in the field of energy conservation and energy efficiency improvement;

3) carries out intersectoral coordination of the activities of state bodies in the field of energy conservation and energy efficiency improvement;

4) determines the procedure for the formation and maintenance of the State Energy Register;

5) carries out state control in the field of energy conservation and energy efficiency improvement;

6) develops and approves regulatory legal acts in the field of energy conservation and energy efficiency improvement;

6-1) approves the list of information and measuring complexes and technical means necessary for carrying out activities in the field of energy conservation and energy efficiency improvement;

6-2) approves the standards of energy consumption, the normative values of the power factor in the electric networks of the subjects of the State Energy Register;

6-3) excluded by the Law of the Republic of Kazakhstan dated January 14, 2015 No. 279-V (effective ten calendar days after the date of its first official publication);

6-4) defines the national Institute for development in the field of energy conservation and energy efficiency improvement;

6-5) approves a mechanism for evaluating the activities of local executive bodies on energy conservation and energy efficiency improvement;

6-6) establishes requirements for energy efficiency of buildings, structures, structures and their elements that are part of the enclosing structures;

6-7) establishes requirements for energy efficiency of transport;

6-8) establishes requirements for energy efficiency of equipment, including electrical equipment;

6-9) approves the rules for determining and revising energy efficiency classes of buildings, structures, and structures;

6-10) develops and approves the procedure for conducting an energy audit;

6-11) approves the requirements for energy conservation and energy efficiency improvement applied to the design (design and estimate) documentation of buildings, structures, structures;

6-12) approves the requirements for the form and content of the action plan for energy conservation and energy efficiency improvement;

6-13) defines the procedure for the activities of training centers;

6-14) approves the form and deadlines for submission by central executive bodies of reports on the implementation of state policy in the field of energy conservation and energy efficiency improvement;

6-15) develops and approves a methodology for calculating energy consumption standards;

6-16) develops and approves rules for monitoring energy consumption of government agencies;

6-17) sets energy efficiency targets for subjects of the State Energy Register that consume energy resources in an amount equivalent to fifty thousand or more tons of conventional fuel per year.;

7) develops and approves the form of the regulation on the elimination of violations of the requirements of the legislation of the Republic of Kazakhstan on energy conservation and energy efficiency improvement;

8) excluded by the Law of the Republic of Kazakhstan dated 07/03/2013 No. 124-V (effective after ten calendar days after its first official publication);

9) formulates and posts on its Internet resource a list of subjects of the State Energy Register that have not ensured an annual reduction in the consumption of energy resources, water per unit of production, and the area of buildings, structures, and structures to the values determined by the results of the energy audit, including government agencies that do not comply with energy consumption standards;

10) coordinates the formation, maintenance and implementation of the energy efficiency map, conducting research, development and technological work in the field of energy conservation and energy efficiency improvement;

13) maintains a register of legal entities engaged in activities in the field of energy conservation and energy efficiency improvement;

15-2) establishes requirements for energy efficiency of building materials, products and structures;

16) monitors the implementation of the state policy in the field of energy conservation and energy efficiency improvement, analyzes the reports submitted by the central authorized bodies in the form and within the time limits established by the authorized body;

16-1) evaluates the activities of local executive bodies on energy conservation and energy efficiency improvement;

16-2) develops and approves rules for monitoring public procurement and procurement of goods, works, and services in the field of energy conservation and energy efficiency improvement;

16-3) develops and approves a list of goods, works, and services that are subject to energy efficiency requirements in public procurement and procurement of goods, works, and services;

16-4) establishes requirements for energy efficiency of goods, works, and services in public procurement and procurement of goods, works, and services;

16-5) monitors public procurement and purchases of goods, works, and services in the field of energy conservation and energy efficiency improvement;

17) develops and approves a model agreement in the field of energy conservation and energy efficiency improvement;

17-1) approves the standard forms of the energy service agreement;

17-2) defines the procedure for the formation and maintenance of the energy efficiency map, selection and inclusion of projects in the energy efficiency map;

17-3) defines the procedure for analyzing conclusions on energy conservation and energy efficiency improvement;

17-4) develops and approves professional standards for energy auditors;

This Law regulates public relations and defines the legal, economic and organizational foundations of the activities of individuals and legal entities in the field of energy conservation and energy efficiency improvement.
