Authorized body:

1) formulates and implements state policy in the field of state regulation of production and turnover of tobacco products;

1-1) develops and approves regulatory legal acts of the Republic of Kazakhstan in the field of state regulation of production and turnover of tobacco products in accordance with the goals and objectives of this Law and the legislation of the Republic of Kazakhstan;

2) conducts control, accounting and analysis of balances of production volumes and turnover of tobacco products;

2-1) sets minimum retail prices for filtered and unfiltered cigarettes, cigarettes, cigarillos, and heated tobacco products;

3) issues licenses for the production of tobacco products in accordance with the legislation of the Republic of Kazakhstan on permits and notifications;

4) interacts with government agencies to control the production and turnover of tobacco products;

5) excluded by the Law of the Republic of Kazakhstan dated January 13, 2014 No. 159-V (effective ten calendar days after the date of its first official publication);

5-1) determines the form, procedure and timing of the submission of information necessary for monitoring;

5-2) determines the form, procedure and deadlines for submitting declarations on tobacco product residues and (or) turnover;

5-3) defines the procedure for labeling and traceability of tobacco products by means of identification;

5-4) excluded by the Law of the Republic of Kazakhstan dated 05.01.2021 No. 407-VI (effective from 01.01.2020); 5-5) excluded by the Law of the Republic of Kazakhstan dated 06.04.2024 No. 71-VIII (effective sixty calendar days after the date of its first official publication).

6) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated June 12, 2003 No. 439.

This Law regulates public relations arising in the process of production and turnover of tobacco products.
