Authorized body:

1) formulates and implements the state policy in the field of thermal energy in terms of production, transportation and sale of thermal energy;

2) develops and approves regulatory legal acts of the Republic of Kazakhstan, technical regulations, regulatory and technical documents in the field of thermal power engineering in terms of production, transportation and sale of thermal energy in accordance with the goals and objectives of this Law and the legislation of the Republic of Kazakhstan;

3) develops key indicators of thermal energy in terms of production and transportation of thermal energy;

4) develops targets for thermal energy in terms of production and transportation of thermal energy;

5) approves the key and target indicators of thermal energy for the relevant administrative-territorial units, sectors of production, transportation, sale and consumption of thermal energy, as well as energy conservation and energy efficiency improvement, developed by the relevant authorized bodies;

6) develops and approves rules for data transmission by heat-producing and heat-transporting entities to the information system of the authorized body;

7) develops and approves the rules for crediting the construction, reconstruction and modernization of heat supply systems in coordination with the central authorized body for budget planning;

8) develops and approves rules for subsidizing the construction, reconstruction and modernization of heat supply systems in coordination with the central authorized body for budget planning;

9) provides loans and subsidies for the construction, reconstruction and modernization of heat supply systems;

10) coordinates the local executive bodies of oblasts, cities of republican significance, and the capital in subsidizing the costs of heat supply entities for repayment and servicing of loans from international financial organizations involved in the implementation of projects to expand, modernize, reconstruct, renovate, maintain existing assets and create new assets;

11) develops and approves rules for subsidizing the costs of heat supply entities for repayment and servicing of loans from international financial organizations involved in the implementation of projects for expansion, modernization, reconstruction, renovation, maintenance of existing assets and creation of new assets;

12) keeps records of technological failures in centralized heat supply systems;

13) participates in the work of commissions of heat supply entities operating in centralized heat supply systems to assess the readiness of heat power facilities and their buildings, premises, structures and equipment for operation in the autumn-winter period;

14) carries out international cooperation on the development of thermal power engineering in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

15) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations arising in the process of production, transportation, sale and consumption of thermal energy for municipal and industrial needs, as well as the high-quality functioning and development of heat supply systems and state regulation in the field of thermal energy.
