1. Security activities are subject to licensing in accordance with the procedure established by the Law of the Republic of Kazakhstan "On Permits and Notifications", taking into account the specifics provided for by this Law. Legal entities that do not have a license to carry out security activities are prohibited from providing security services.

Security activities carried out by specialized security units of the internal affairs bodies are not subject to licensing.

2. Subjects of security activities, in compliance with the requirements of legislation in the field of protection of state secrets, have the right to involve foreign companies in the field of security activities in order to exchange experience, improve the skills of their specialists, introduce and use modern technical means and technologies of protection.

3. The activities of security organizations of foreign states are prohibited on the territory of the Republic of Kazakhstan.

4. Foreign legal entities, legal entities with foreign participation, foreigners, as well as stateless persons are not entitled to:

1) carry out all types of security activities;

2) establish or be founders (participants) of private security organizations;

3) have a private security company in trust management.

4) excluded by the Law of the Republic of Kazakhstan dated December 29, 2010 No. 372-IV (effective after one year from the date of enactment of the Law).

The Law of the Republic of Kazakhstan dated October 19, 2000 No. 85.

This Law establishes the legal basis of security activities in the territory of the Republic of Kazakhstan, defines the status and powers of subjects engaged in security and security activities.
