1. The period of martial law begins from the time of the introduction of martial law and ends from the time of the lifting of martial law.

2. During the period of martial law, restrictions on the rights and freedoms of citizens and other persons are provided, with the exception of the rights and freedoms provided for in the articles listed in paragraph 3 of Article 39 of the Constitution of the Republic of Kazakhstan, the activities of organizations, as well as the imposition of additional duties on them defined by this Law.

3. In areas where martial law has been imposed, in accordance with the legislation of the Republic of Kazakhstan, the powers of military authorities are being expanded, and all functions of state authorities and management in the field of defense and public order are being transferred to them.

4. During the period of martial law, the armed forces, other troops and military formations of the Republic of Kazakhstan are used to repel aggression in accordance with the legislation of the Republic of Kazakhstan.

5. Civil defense and territorial defense measures of the Republic of Kazakhstan during the period of martial law are carried out in accordance with the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated March 5, 2003 No. 391.

This Law regulates the legal relations of citizens of the Republic of Kazakhstan, foreigners and stateless persons residing in the territory of the Republic of Kazakhstan (hereinafter referred to as citizens and other persons), as well as state bodies, military administration bodies and organizations, regardless of their forms of ownership (hereinafter referred to as organizations) during the period of martial law.

This Law is limited to the period of martial law.
