1. The owners' civil liability is subject to compulsory insurance.:

1) passenger cars, trucks, buses, minibuses and vehicles built on their basis, motor vehicles and trailers (semi-trailers) to them, registered (subject to state registration) in the divisions of the authorized body for road safety, as well as trams and trolleybuses;

2) temporarily entered (imported) into the territory of the Republic of Kazakhstan;

3) vehicles specified in subitems 1) and 2) of this paragraph, delivered under their own power from manufacturing organizations, repair and trade organizations, customs control bodies to the place of registration, as well as those removed from the register by a subdivision of the authorized body for road safety in connection with a change in the owner's place of residence or a change in ownership.

2. The civil liability of the vehicle owner is subject to insurance for each unit of the vehicle operated by him.

The conclusion of a voluntary civil liability insurance contract for vehicle owners does not release the vehicle owner from the obligation to conclude a compulsory liability insurance contract for vehicle owners.

3. A compulsory liability insurance contract for vehicle owners shall not be concluded in the event of entry into the territory of the Republic of Kazakhstan of a vehicle registered in another State, the owner of which has concluded a liability insurance contract for vehicle owners recognized by the Republic of Kazakhstan in accordance with the terms of an international agreement concluded between that State and the Republic of Kazakhstan.

4. A compulsory liability insurance contract for vehicle owners is not concluded by owners whose vehicles are not subject to state registration and registration (with the exception of trams and trolleybuses) in the divisions of the authorized body for road safety in accordance with the legislation of the Republic of Kazakhstan, except in cases when the vehicle is considered to be in international traffic on the territory of the Republic Kazakhstan.

5. The civil liability of a person driving a vehicle due to the performance of his official or labor duties, including on the basis of an employment or other contract with the owner of the vehicle, or in the presence of the owner of the vehicle on the basis of his will without making a written transaction, is not subject to compulsory insurance.

This Law regulates relations arising in the field of compulsory insurance of civil liability of vehicle owners, and establishes the legal, financial and organizational basis for its implementation.
