Article 5. Proposals for signing, ratifying, approving, accepting and acceding to international treaties The Law on International Treaties of the Republic of Kazakhstan
1. The state bodies of the Republic of Kazakhstan, which are directly subordinate and accountable to the President of the Republic of Kazakhstan, shall represent on issues of their competence:
1) proposals to the President of the Republic of Kazakhstan on signing, approving, accepting and acceding to international treaties on behalf of the Republic of Kazakhstan, including on signing, no later than fourteen calendar days prior to the date of their signing;
2) proposals to the Government of the Republic of Kazakhstan on signing, approving, accepting and acceding to international treaties on behalf of the Government of the Republic of Kazakhstan, including signing, no later than fourteen calendar days before the date of their signing, as well as on ratification of international treaties.
2. The central executive bodies of the Republic of Kazakhstan, in matters of their competence, submit to the Government of the Republic of Kazakhstan proposals for signing, ratifying, approving, accepting and acceding to international treaties, including signing on behalf of the Government of the Republic of Kazakhstan, no later than fourteen calendar days before the date of their signing, on behalf of the Republic of Kazakhstan - no later than thirty calendar days before the date of their signing.
3. The Government of the Republic of Kazakhstan shall consider the proposals referred to in paragraph 2 of this Article and submit proposals by resolutions on signing, approving, accepting and acceding to international treaties on behalf of the Republic of Kazakhstan to the President of the Republic of Kazakhstan, including on signing, no later than fourteen calendar days prior to the date of their signing.
4. Proposals on signing, ratifying, approving, accepting and acceding to international treaties of the Republic of Kazakhstan, prior to their submission to the President of the Republic of Kazakhstan or the Government of the Republic of Kazakhstan, are coordinated with the central state bodies of the Republic of Kazakhstan interested within their competence, as well as with the Ministry of Foreign Affairs of the Republic of Kazakhstan.
5. Proposals for signing, ratifying, approving, accepting and acceding to international treaties are implemented in accordance with the procedure provided for in articles 8, 13-17 of this Law.
6. Proposals for signing, ratifying, approving, accepting and acceding to international treaties should contain:
1) depending on the case, draft relevant acts of the President of the Republic of Kazakhstan, the Parliament of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan;
2) substantiation of the expediency of their signing, ratification, approval, acceptance and accession, including the determination of compliance of draft international treaties with the legislation and international treaties of the Republic of Kazakhstan;
3) assessment of possible political, legal, financial, economic and other consequences of concluding international agreements;
4) an indication of the relevant authorities authorized to implement international treaties;
5) if necessary, information on the international legal personality of the parties involved in the negotiations, with whom it is planned to conclude international agreements;
5-1) documents confirming the agreement of the text of the draft bilateral international agreement with the party involved in the negotiations;
6) draft international agreements in Kazakh and Russian, as well as in other languages of conclusion;
6-1) copies of international treaties officially certified by the Ministry of Foreign Affairs of the Republic of Kazakhstan (officially certified by the depositary of international treaties) in the languages of their conclusion;
6-2) officially certified by the central state body of the Republic of Kazakhstan responsible for their conclusion, translations of international treaties into Kazakh and Russian, if they were not the languages of conclusion.;
7) List of States parties to multilateral international treaties;
8) drafts and justifications of possible reservations of the Republic of Kazakhstan to multilateral international treaties;
9) texts of reservations to multilateral international treaties formulated by other States, as well as drafts and justifications of possible objections of the Republic of Kazakhstan to reservations of other Contracting Parties.
10) the results of scientific expertise on international treaties to which the Republic of Kazakhstan intends to become a party, as well as on draft international treaties subject to ratification.
11) expert opinion of the National Chamber of Entrepreneurs of the Republic of Kazakhstan and members of the Expert Council on private entrepreneurship on draft international treaties of the Republic of Kazakhstan, as well as international treaties to which the Republic of Kazakhstan intends to become a party, affecting the interests of private business entities.
7. The conformity of translations in Kazakh and Russian with one of the authentic texts of international treaties is ensured by the central state body of the Republic of Kazakhstan responsible for its conclusion.

This Law defines the procedure for concluding, executing, amending and terminating international treaties of the Republic of Kazakhstan.
International treaties of the Republic of Kazakhstan are concluded, executed, amended and terminated in accordance with the Constitution of the Republic of Kazakhstan, generally recognized principles and norms of international law, the provisions of the international treaty itself, the Vienna Convention on the Law of Treaties, this Law and other legislation of the Republic of Kazakhstan.
